Conceived by FFLGuard and developed by FastBound, their new SkipForm4.com platform helps buyers and sellers evaluate suppressor-transfer eligibility and provides both parties with an emailed record.
ORLANDO, FL — FFLGuard today announced the launch of SkipForm4.com, a compliance resource that helps firearm dealers and individual buyers evaluate and document whether a proposed suppressor transfer is covered by the federal court injunction issued in the Silencer Shop litigation in the Northern District of Texas.
The platform provides separate buyer and seller eligibility checks for proposed suppressor transfers using ATF Form 4473 without the Form 4 process. Once the process is completed, both parties receive an emailed copy of the eligibility determination for their records.
ATF's October 9, 2026 guidance extended its nonenforcement policy for certain National Firearms Act requirements nationwide. However, the underlying statutory requirements have not been repealed. The Texas court injunction separately restricts enforcement against covered parties, who are exempted, while the Order remains in effect.
During an October 16, 2026 virtual meeting with firearms-industry stakeholders attended by FFLGuard National Coordinating Counsel Chris Chiafullo, ATF Director Robert Cekada cautioned that the bureau's guidance and enforcement discretion could change under a future administration. He also discussed the value of retaining records showing efforts to follow the guidance in effect at the time.
"While using an old-school Form 4 remains the lowest-risk course of action for an FFL," Chiafullo said, "FFLGuard will back all clients who choose to proceed solely on a Form 4473, using the intermediate approach of properly documenting and retaining a record of transfers that qualify under the Silencer Shop injunction. So long as that Texas Order is in effect, and a suppressor transaction qualifies under the Order's delineated exemptions, we will help our clients make sales happen more easily and quickly without the traditional Form 4, and with our full backing—now and into the future. Providing our clients with that peace of mind, along with an electronic platform that FFLs can use confidently and that their staff can easily operate, is why we collaborated with FastBound on SkipForm4.com."
SkipForm4.com guides participants through buyer screening, acknowledgments, and seller review. The seller reviews the buyer's information, documents the basis for eligibility, and completes the platform's documentation. The seller then undertakes the normal Form 4473/background check procedure and decides whether to proceed with the transfer. Both seller and buyer get an emailed copy of the screening process to establish exemption from the Form 4 via the Silencer Shop Court Order, for use if the transaction is called into question by the government long after this presidential administration's tenure.
"FastBound's job was to take FFLGuard's compliance framework and make it quick, easy and practical at the counter," said Jason Smith, CEO and Co-Founder of FastBound. "A record of this kind has to hold up years from now, when a different administration may read the rules differently. It also must never become a registry of gun owners that could be subpoenaed or demanded in a lawsuit. We helped FFLGuard design SkipForm4.com with the proper privacy and security controls to prevent that: the dealer keeps what shows the sale qualified, and the buyer keeps their own paperwork."
SkipForm4.com supplements existing ATF regulatory compliance procedures. Form 4473, applicable background checks, recordkeeping, and state and local requirements remain in effect. The emailed record documents the eligibility screening assessment to qualify under the standing Court Order in the Silencer Shop case; it does not constitute government approval or guarantee protection from future enforcement or changes in law.
