Appleton, WI — Armament Systems and Procedures (ASP), a leading manufacturer of law enforcement equipment and tactical training, has announced that the Phoenix Police Department has adopted ASP Sentry Chain Handcuffs as its new standard-issue restraints.
The approximately 2,400-officer department—one of the largest in the United States—began evaluating replacement restraints in 2024. Officer Shane Merwin and the agency's defensive tactics division thoroughly tested the Sentry Cuffs, and they were ultimately approved by Chief Matt Giordano. ASP Western US Sales Director Carlos Ruiz worked with Precision Uniforms, an Arizona-based law enforcement equipment distributor, to support product evaluation, logistics, acquisition and implementation across the agency.
In his evaluation, Officer Merwin commented that the department found the ASP restraints to be a significant improvement over the handcuffs previously issued to officers. The agency cited the restraints' smooth, precise operation, handling characteristics, emphasis on safety and overall quality.
