The Gulf Council will meet as planned at the Golden Nugget Hotel and Casino in Biloxi, Mississippi, from November 3–6, 2025. Despite the ongoing federal government shutdown, the Council has confirmed participation from essential federal partners necessary to conduct the meeting.

Public comment will be held on Wednesday, November 5, 2025, from 1:30 – 5:00 PM CST. The Council welcomes input from both in-person and virtual participants. Instructions on how to join the webinar and provide comment are available here.

The Council plans to take final action on:

• Shrimp Amendment 19 which addresses the expiration of the federal shrimp permit moratorium.

• A Framework Action to continue provisions of the DESCEND Act requiring reef fish vessels to carry a venting tool and/or descending device onboard.
