Under New York law, to get a carry license a citizen must ask the authorities for permission to use their Second Amendment rights. The authorities then get to decide—based on whatever criteria they decide—whether an applicant has a “proper cause.” Now, you might think that “proper cause” would include the exercise of the Second Amendment right to bear arms for self-defense. But in Orwellian New York speak, “proper cause” means whatever government officials want it to mean. But now the Supreme Court has agreed to hear a challenge to this “may-issue” infringement on our rights. Will residents in New York finally be allowed to bear arms?
