In New Jersey...the General Assembly approved two pieces of legislation regarding the much-debated Sunday hunting proposal...Bill A-595 moves the required distance from 450 feet to 150 feet of certain buildings such as barns and silos. A-1669 authorizes Sunday hunting with bow and arrow during any archery season for deer "prescribed by the Fish and Game Code, provided the hunting is only on a State wildlife management area or private property. The bill also raises the penalty for violating the no-Sunday prohibition from $20 to $50. A-595 now heads to the Senate for a vote; S-802/A-1669 now heads to the Governor for approval...Bowhunter Marv Clyncke announces the release of his first video: Bowhunting Alaska - A Traditional Bowhunter's How-to Guide...the Forty-First ACUI Intercollegiate College Clay Target Championships begin tomorrow in San Antonio, Texas at the National Shooting Complex. The event is expected to host the largest number of shooters in the event's history.....Finally, our friend Jim Matthews of the Outdoor News Service reports that the lead ammo ban is costing the California Department of Fish and Game significant amounts in lost fees. Matthew's reports that nearly five percent fewer deer hunters and fifteen percent fewer wild hog hunters took to the field in deer zones and pig hunting regions where hunters were mandated to use non-lead ammunition. The lost tag fees cost the Department of Fish and Game more than $200,000 in revenues.

Top Level Changes at Cabela's and Remington Surprise Industry

Tommy Millner formerly of Remington/Freedom Group joins Cabela's as President and CEO.
Yesterday, it was announced that longtime Remington Arms Company CEO Thomas L. "Tommy" Millner had resigned his position with that Remington and parent company Freedom Group, Inc. to accept the CEO and President position at Cabela's (NYSE: CAB).

It's safe to say that announcement came as a surprise to virtually everyone in the industry not directly involved in the change.

With the announcement of Millner's hiring, Cabela's simultaneously announced former Cabela's CEO Dennis Highby's move to a Vice Chairman of the Board position with the Sidney, Nebraska company he has lead since 2003.

Meanwhile, Freedom Group has named Theodore (Ted) Torbeck as CEO and director for Freedom Group/Remington Arms.

Torbeck joined Remington as its Chief Operating Officer in February 2008 after a long career at General Electric. Unlike Millner and Highby, Torbeck's resume does not include extensive outdoor or firearm industry experience.

It was a day of praise for Millner, with formed boss and Freedom Group Chairman Paul A. Miller thanking Millner for his "many years of leadership of the Remington Arms Company and for his hard work to establish the Freedom Group, Inc.

"We have benefited from his leadership and his knowledge of the outdoor industry and its products," continued Miller, "We are excited about having Ted Torbeck as the CEO of FGI. His experience is invaluable as we continue to grow our business and expand into new markets."

In a Cabela's press release, Millner said he was "excited" at the opportunity to join Cabela's, citing the "rich history" and "the most powerful brand in the outdoor industry and a unique passion for customer service."

Former Cabela's CEO Highby, now Vice Chairman Highby returned the favor, saying "Tommy Millner's many years in and understanding of the industry, respect for Cabela's values, passion for the outdoors and knowledge of the competitive landscape will be very important in his new position at Cabela's. Tommy plans on relocating to Sidney, and we look forward to him joining the organization."

This is a new chapter for Highby who was the first salaried employee at Cabela's thirty-three years ago. In that time, the company has grown to more than 13,000 employees in the United States and Canada with annual revenues of $2.55 billion, moving from a catalog business into a multi-channel retailer with 29 retail stores. Under Highby's leadership, the company also went public in 2004.

"These past 33 years have been incredibly rewarding," Highby said. "I have always had a true passion for the outdoors, and to be able to work in an industry you are passionate about, alongside our great founders and employees, is a rare and true privilege. Through the years, we have grown a team of managers that is the envy in our industry, and I look forward to continuing to be involved with the Company as a Vice Chairman of the Board."

"This announcement is the culmination of a succession planning process that has been underway for the past two years," said James W. Cabela, Company Co-Founder and a Vice Chairman of the Board. "Since the day he was hired, Dennis made tremendous contributions to Cabela's. As a Company leader, Dennis, and his team, have added significant value to the organization, and the Board has asked Dennis to stay with the Company in an advisory role to help maintain the Company legacy, as well as become a Vice Chairman of the Board. On behalf of my brother, Dick, and the entire Board of Directors, I would like to thank Dennis for his many contributions to the Company and look forward to his support and involvement in our transition to a new Chief Executive Officer. In addition, we all welcome Tommy Millner as our new Chief Executive Officer and have confidence that he will do an outstanding job for our great Company."

In a memo to Cabela's employees, Highby told them Millner's assuming his position on April 6 was "the culmination of a succession planning process that has been underway for two years." Highby also assured workers that he believed the company on the right track, having recently reported a good fourth quarter in an "economic environment where other retailers are struggling."

Millner's move to Cabela's effectively places a former vendor in the top slot of the nation's premiere outdoor retailer. The change also puts experienced executives into CEO positions in companies where neither has extensive experience. With the already friendly relations between all parties, including the two new CEOs and Cabela's new Vice Chairman, that lack of experience may be negated by a collaborative work relationship.

Cabela's shares closed the day at $7.75, down 93 cents on a volume of 1,036,970 shares, nearly double the daily trading average.
